CLARKSBURG, Md. (WUSA9) -- The father of missing Sarah and Jacob Hoggle said he thinks there should have been an Amber Alert for his children.

Three-year-old Sarah and two-year-old Jacob Hoggle have been missing for two weeks. Their mother, Catherine Hoggle, remains in custody and still hasn't given up the location of her children's whereabouts.

The children's father, Troy Turner, is holding on to hope that his children are still alive, while police continue to build their homicide investigation against Catherine Hoggle.

Turner told WUSA9 that he believes police should have issued an Amber Alert already and that his children meet the criteria. Turner, along with Catherine Hoggle's mother, went to police headquarters Monday to talk police.

Police said they needed a vehicle to issue an Amber Alert and that they had already recovered both of the vehicles that Catherine Hoggle could have used. On highways, Amber Alerts must show plate numbers and vehicles, not just photos, according to police. For that reason, an Amber Alert was not issued.

Police are expected to release a list of locations, dates and times detailing Catherine Hoggle's whereabouts. They're asking business owners to search their surveillance video using that information to look for Catherine Hoggle's vehicle.

Sunday, community members helped search for Sarah and Jacob. At the end of the day, they returned to their home base at Seneca Valley High School for a candlelight vigil.
